The reason why serious "shortage of butters" happens ?

From weaning from dining table,,,.due to milk-consumption downturn and shortage of butter ?
A shortage of domestic butter has been serious probelm. Due to steep rising price of imported butter for business use, domestic butter is demanded instead, but it has been already severly deficient in raw materials of manufacturing milk.
Recently butter has been insufficient. When I go to supermarket, the poster says,"One butter box for one family".
What makes shortage of butter so seriously now ?
Why can't we solve this problem early ?

Some people say "Why do not we produce butter more ?", but it is not easy.
Prolonged low consumption of milk

→Not pumping milk from cow makes them garget, they slaughtered them

→Overstocked raw milk manufacturing for butter is cleared
→Stock of domestic butter is cleared
Due to above mixed reasons, shortage of butter arises.
To solve this problem, it is planned for expanding raw-milk production.
Due to increase of bio-ethanol production, worldwide-steep-rising price of feedstuff makes cattle farmer in financial difficulties, forcing 1,000 houses out of business every year.
Rather than expanding production, they forecast to cause inevitable reduction of
production for two consecutive months.(Except Hokkaido Area)
So, it is said that milk also may be insufficient for this summer.
Supply situation of butter for business use has been better, but butter has not distributed to small-and-medium-sized confectionery makers. Probably, they have kept on buyin up butter for consumer use.
That's why "one butter box for one family" is posted, I guess.
Milk-consumption downturn and shortage of butter are serious problem.
